The Highland County Engineer announces the position vacancy of Mechanic.
Starting wage $24.50.
A valid Class A State of Ohio Commercial Driver’s License is PREFERRED but not required.
If hired without a CDL, applicant must complete the in-house training program within 6 months of employment and pass CDL test. Must obtain a valid Class A State of Ohio Commercial Driver’s License. Starting wage will be based on experience.

The Mechanic position is Full Time, Classified Service, with benefits as provided to the County Engineer employees.
Job Description:
Incumbent performs minor and major repairs, services and maintains County highway construction equipment and vehicles, and changes, repairs, and replaces tires, as necessary. Performs various roadway and bridge maintenance activities. Incumbent reports to Maintenance Coordinator or other designated Supervisor.
Essential Job Functions:
- Repairs and maintains diesel and gasoline engines to include replacing worn bearings, installing piston rings, grinding valves, replacing clutch discs and pressure plates and other similar activities;
- Inspects, repairs and maintains diesel/gasoline fuel engines,
- electrical/ignition/intake/exhaust/hydraulic and related systems, as required,
- adjusting/rewiring and/or replacing parts such as pressure hoses/fittings, universal joints, carrier bearings and drive shafts as necessary and other related duties;
- Performs minor body work utilizing acetylene torch/welding equipment and changes/repairs tires as necessary;
- Performs winterizing activities on vehicles and equipment, services and repairs snowplows, salt spreaders and other related equipment;
- Maintains accurate records to include maintenance and service reports, order reports and similar records;
- Operates dump truck to haul various material/equipment to and from the job site; —-Operates loader to load/unload equipment onto/off trucks;
- Performs various bridge maintenance activities to include welding, repairing, replacing steel bridge decks, brackets, frames and other similar damaged/deteriorated parts as required;
- Performs snow removal activities and spreads salt/grit mixture for snow and ice control;
- Performs all the duties of a Highway Maintenance Worker I, II, and Ill and that of Service Station Mechanic.
Non-Essential Functions:
- Performs various minor repairs to equipment/tools such as sharpening mower blades;
- Locates, prices and purchases part and supplies as authorized.
- Performs related Essential/Non-Essential functions, at the same level of skill and knowledge, as required.
Skills and Knowledge:
- Equipment:
- Ability to use a variety of hand/power/mechanic’s tools utilized in highway construction equipment repair and maintenance. Must be able to drive/operate a truck/equipment.
- Critical Skills/Expertise:
- Thorough knowledge of the methods and practices of automotive and construction equipment repair and maintenance and the ability to apply to the work assignments;
- Thorough knowledge, application and use of the proper tools, either manual or power, required to complete various maintenance and repair work assignments;
- Thorough knowledge of departmental policies and procedures as they relate to the work assignments;
- Working knowledge of highway and bridge construction, repair and maintenance techniques and the ability to apply to the work assignments;
- Ability to operate various light to heavy equipment to correctly analyze, identify and solve mechanical, hydraulic and electrical systems malfunctions in various automotive and construction equipment;
- Ability to read and write and to comprehend and act upon written/oral instructions, policies and procedures pertaining to work orders and other related assigned duties;
- Ability to maintain accurate written records reflecting work performed and parts and materials used;
- Ability to work independently and to carry out assigned duties efficiently, effectively and timely;
- Ability to interpret and apply technical information and instructions to the work assignments as required.
- Job Standards
- Completion of secondary education with a minimum of three (3) years work experience in automotive/equipment repair or an equivalent combination of course work, training and/or related work experience is acceptable in place of secondary education. Must be able to obtain a State of Ohio Class A Commercial Driver License with Air Brake Endorsement.
Responsibility:
Incumbent works under general supervision and follow established policies, procedures and work methods in repairing, replacing and maintaining automotive and construction equipment. Applies knowledge from technical manuals, experience and work precedents to repair and maintain automotive and construction equipment. Caution and appropriate safety measures must be exercised while using/operating tools/equipment to prevent injury to self and others and to prevent damage to tools/equipment. Incumbent may request deviations from previously issued instructions when necessary.
Overtime is mandatory and a condition of continued employment.
Must reside within Highland County at time of employment and throughout period of employment. Must maintain a telephone at place of residence and be available for call out.
Physical Effort:
lncumbent’s work effort involves prolonged and frequent pushing, pulling carrying, lifting, standing, climbing, balancing, sitting, walking, bending, crouching, kneeling and stooping activities using all major muscle groups. Work may be exacting. Incumbent must have full and unrestricted use of arms, wrists and fingers to work with and adjust motors and their integral parts, to reach and work with unexposed parts and to use various tools, both manual and power. Incumbent must have full and unrestricted use of fingers, hands, arms, hip joints, legs and feet to climb up on and down from heavy equipment and to lie on creeper to perform diagnostics tests and/or repairs and maintenance. Physical qualifications set forth in 49 CFR 391, Subpart E, Section 391.41 for holding a valid State of Ohio Class A Commercial Driver License are included herein by reference. Incumbent must be able to work steadily, accurately, moderately fast and at various heights to complete roadway/bridge maintenance work assignments.

- Work may be performed inside a garage/shop area or outdoors in the field. Incumbent may be exposed periodically to extremes in outdoor temperatures and weather conditions, dirt, dust, grease, acid, vibration, electrical and mechanical hazards, noise, and burns. Exposure to unfavorable health and safety factors such as chemicals is frequently present. Normal vision, including depth perception, and hearing acuity are required due to working in close proximity to moving traffic and/or testing heavy motorized equipment. Incumbent may be exposed to eyestrain during snowplowing activities and is required to exhibit moderately fast working speed. The incumbent will wear safety gear such as reflectorized vests, safety glasses/goggles, ear plugs/muffs and similar items as may be required by OSHA.
