communityactionpartnershipOn August 20, 1964, the Economic Opportunity Act was passed by Congress and this act was signed into law by President Johnson under his War On Poverty. Highland County Community Action Organization, Inc. was established in 1965.

HCCAO is a private, non-profit Corporation. Our organization is governed by a member 15 volunteer board representing the private, public and low-income sectors in our county. The Governing Board meets the 4th Tuesday of each month at 5:00 pm in the main conference room at the North High Business Center where HCCAO is located.

As of January 1, 2015, Highland County Community Action Organization, Workforce Services Department began operations of OhioMeansJobs Highland County. In 2021, Highland County Community Action opened a second OhioMeansJobs Highland County location in Greenfield.

Hours of operation are from 8:00 am to 4:30 pm.

Within the OhioMeansJobs Center there are multiple partners that work closely together to assist Highland County residents with preparation, training and obtaining long term, stable employment that leads to an unsubsidized wage. Partners include, but not limited to, the Highland County Commissioners Office, Highland County Job and Family Services, Fayette County Metropolitan Housing, Workforce Innovation and Opportunities Act (WIOA), VANTAGE Aging, Ohio Dept. of Job and Family Services (ODJFS), Southern State Community College, Opportunities for Ohioans with Disabilities and the Highland County Veterans Service Commission.
