Unit Support Worker Child Support

Responsible for answering CSEA phone calls (employer and review line) with employer line taking priority; Assists walk-in customers and refers as necessary to caseworker/supervisor; Performs locate search for caseworkers; Mails/dictates copies of CSEA Attorney’s orders to customers; Mails payment histories/review requests upon request from customer/caseworker/supervisor etc.; Upon request from Supervisor, track Service for hearings-all certified mail and tracking of US Postal website and scan results into OnBase; Responsible for scheduling all hearings into SETS and Compass Appointments; Prepares/processes payments made to CSEA and balancing daily of same; Prepares legal documents for judicial and administrative processes; Performs specialized clerical tasks requiring data entry, use of multiple communications, cross-referencing data and information and variety of procedures; checks accuracy, clarifies discrepancies, certifies final data, determines appropriate action, and initiates appropriate documents.

Process/scan IV-D applications into SETS computer system; Scan required CSEA mail into OnBase; Scan required legal documents into EDMS; Complete required steps for the processing of CSEA address changes; Responsible for disbursing applications/forms to customers upon request. Disburse bankruptcy notice to appropriate case worker via email.

Prints reports as needed including Control D reports daily for Supervisor/case worker(s); Complete required steps to process JFS7606 to customers for scheduled Administrative Review; Respond to electronic disputes; Manages child support dockets, calendars, records and/or files (verifies, corrects, and enters data into records), records necessary information into individual files; Prepares files for legal action, certifying accuracy of the records, and compiles information for use by attorneys in court action.

Other Administrative/Clerical duties as required by Supervisor/Case worker(s). May be assigned duties from lower-level classifications if needed.

Attends meetings and serves on committees, as directed; attends training and seminars, as directed.

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Demonstrates regular and predictable attendance.

Child Protective Services Intake Investigations

GENERAL DESCRIPTION: Under general supervision, the Social Services Worker 2 – Intake Investigations conducts in-house and field investigations and verifications, and gathers information and evidence.

QUALIFICATIONS: An example of acceptable qualifications: Possession of a Bachelor’s degree from an accredited college or university with major course work in Public Administration, Human Services, Psychology, Social Work, Education, or related field and two (2) year recent work experience within a JFS Department involving public assistance programs; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a valid state of residency driver’s license. Must remain insurable under the County’s vehicle insurance policy.

JOB DESCRIPTION AND WORKER CHARACTERISTICS: JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

  1. Investigates reports of child abuse/neglect and dependency; conducts family and child safety assessments; identifies children in need of protective services; provides direct services and case management services for children and their families and continuously assessing the degree to which children are at risk; develops case plan with family as needed, provides casework services to children in placement and meets regularly with substitute caregivers; makes referrals to community resource providers to access appropriate supportive services; maintains regular contact with supportive service providers to ensure coordination and effectiveness of services; works with Foster Care staff to access appropriate placements and prepares children and families for placement; arranges regular visitation between guardians and placed children.
  2. Completes necessary paperwork such case notes and activity reports, case plans and updates, assessments, CAPMIS tools, social histories, procedural safeguards paperwork, situational reports as necessary and SACWIS updates all on a timely basis.
  3. Attends and participates in necessary family team meetings, reviews, supervision, and training; supports Resource family in ensuring that child feels safe in school environment, that foster family acts in alignment with reasonable and prudent parent standard; problem solves with Foster parent for creative interventions that help child heal from past traumas and/or loss.
  4. Completes complaint and other necessary paperwork for Juvenile Court; prepares for court cases with Supervisor, agency attorney; attends all case hearings and case review; explains court processes ‘to clients and witnesses; notifies clients, caregivers and witnesses of hearing dates.
  5. Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
  6. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  7. Demonstrates regular and predictable attendance.

Manages families whose children have been or are at significant risk of being abused or neglected; advocates for children through family unit; continuously assesses the child; develops case plan with family and provides in-home casework services; complete visits in the home and in the community to assess functioning (extensive driving may be required); provides casework services to children in placement and meets regularly with substitute care givers; makes referrals to community resource providers to access appropriate services and assists with transportation as needed; maintains regular contact with providers to ensure coordination and effectiveness of services; ensure children’s educational, physical and behavioral health needs are met; coordinates with kinship families to provide children/families with a support system; processes fingerprints; administers random drug screens; works with foster care staff to access appropriate placements and prepares children and families for placement; arranges regular visitation between guardians and placed children; works with Adoption Unit to prepare a child for adoptive placement; maintains client confidentiality in accordance with directives from Highland County Job and Family Services, Highland County Board of County Commissioners and Ohio Administrative Code.
  2. Ensures the timely completion of required correspondence, forms, reports, and documents, such as: case notes and activity reports, case plans and updates, administrative case reviews; CAPMIS tools, social histories, and SACWIS updates; utilizes technological resources to support case management activities (scanning, uploading, mobile devices and accompanying software).
  3. Attends and participates in necessary family team meetings, reviews, supervision and training, such as: Family Conferences, Placement and Family Team Meetings Transfer Conferences, SAR, etc.
  4. Completes complaint and other documents, reports, forms, etc., for Juvenile Court; attends all hearings and case reviews; testifies in Highland County Juvenile Court as a representative for Highland County Children’s Services ; explains the court process to client and witnesses; notifies clients, care givers and witnesses of hearing dates.
  5. Attends meetings and serves on committees, as directed; attends training and seminars, as directed; maintains required training hours in accordance with OAC 5101:2-33-55 “Education and In-Service Training Requirements for PCSA Workers.”
  6. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  7. Demonstrates regular and predictable attendance; may be required to work extra hours, evening hours, weekends and/or holidays as necessary; due to the nature of the job, when scheduled for on-call assignment, the Social Service Worker 2 – Ongoing Caseworker must be available to return to work after normal work hours or on weekends and/or holidays when called to do so.
